In accordance with the permission thanking the honor of laying before Your Excellency, I have the honour to submit for your consideration the accompanying Colonial Regulations, and a Proposal for the reduction and remodelling of the Land Office, which I conceive would be attended with beneficial results to Her Majesty's Government, rather than the abolishment of the office, and transfer of the duties to the Surveyor General.
In submitting the remarks to Your notice, I most respectfully request that if Your Excellency should think my remarks fit, you will have the kindness to recommend the same to the favourable consideration of the Right Honourable the Governor-in-Council.
I conceive that as far as possible all Civil Appointments should be held by His Excellency.
